FIM, A.S.O., Teams & Manufacturers hold Rally-Raid safety meeting


The Rally-Raid Championship Committee held a meeting with Team Managers during June and made the following decisions regarding security and sporting measures that will be implemented in the FIM World Rally-Raid Championship and World Cup Regulations.

The main topics of discussion centred around improving safety, which resulted in the following decisions:

Roadbook: To continue the ongoing development and implementation of slow zones in the Roadbook.

Maximum speed limitation: To limit V-Max to 160 km/h in RallyGP and Rally2 categories by using the GPS provided.  

Refuelling zone: To keep refuelling areas as a safety zone to ensure rider’s welfare as per current Article 80.18.4.2.
In the refuelling zone, only the following interventions will be allowed:

  • Installation of the Roadbook.
  • Replacement of the cartridge(s) and verification of the correct functioning of the airbag.
  • Fuel, water and food replenishment.

Airbag jackets, airbag vests: To implement the double cartridges Airbags tested since 2020 with good results in reducing trauma in this discipline:

  • Recommended in 2023 RallyGP and Rally
  • Compulsory in 2024 RallyGP and Rally2 
  • Recommended in 2024 Rally3 and Quad
  • Compulsory in 2025 Rally3 and Quad

Improvement of helmet standards: To publish the specifications of the standards for compulsory helmets for the FIM Rally-Raid World Championship and Cups as part of the second phase of the FIM Racing Homologation Programme (FRHPhe). This measure is related to European norm changes for helmets which will be implemented in the RallyGP category in two steps as from 2024:

  • Remove “ECE 22.05” helmets.
  • Add the “ECE 22.06” in addition of the “SNELL 2015, SNELL 2020 R/D” & “JIS T8133:2015” which are the “minimum” standards eligible to compete for the FRHPhe-02 (incoming new FIM Helmet Homologation standard which will cover circuit racing helmets + off-road helmets):
  • Implement the new FIM Helmet Homologation standard “FRHPhe-02” later in the second phase.  

Rallies Accident Database: To create and to keep up to date a Rallies Accident Database to monitor serious accidents in detail and create valid data for the FIM World Rally-Raid Championship & World Cups.

2023 Dakar Rally rider’s selection: To allow only experienced riders to participate in the 2023 Dakar Rally, the first round of the FIM World Rally-Raid World Championship due to safety reasons.

Sporting measures:  To introduce as part of the ongoing work on the method of calculation and dedicated articles, the following sporting decisions:

  • Opener Rider Advantage: Introduction of the “Automatic Bonus” for the first 5 riders who open the track.
  • Navigation: Testing of Mirror Itineraries during the next FIM Rally-Raid World Championship rounds as part of the reinforcement of navigation skills.

FIA-FIM terminology harmonisation process: To continue the ongoing harmonisation of the terminology between the FIA and the FIM is underway thanks to the close collaboration between the 2 International Federations and ASO.
